Overview

Course Description

A defence manufacturer entering export markets enters a control regime before it enters a market. Items, technology and even technical conversations can be controlled; the wrong transfer creates criminal exposure, and the wrong partner ends market access permanently.

This programme addresses export compliance for defence and dual-use manufacturers. Participants learn the export control architecture, military lists and dual-use classification, the EU dual-use regulation, US controls and their extraterritorial reach (ITAR and EAR), licensing and authorisation, technology transfer and deemed exports, end-use and end-user controls, partner and intermediary due diligence, and building an internal compliance programme.

Objectives

What you will achieve

By the end of this programme, participants will be able to:

  • Explain the export control architecture for defence and dual-use goods
  • Classify items against military and dual-use lists
  • Apply the EU dual-use regulation
  • Understand US controls (ITAR, EAR) and extraterritorial reach
  • Navigate licensing and authorisation
  • Manage technology transfer and deemed exports
  • Apply end-use, end-user and re-export controls
  • Build an internal compliance programme and respond to breaches
Training methodology

How the course is delivered

The programme combines export control frameworks with classification and licensing exercises using realistic defence and dual-use products. Participants work through classification, licensing routes and due diligence scenarios.

The programme is aimed at manufacturers moving into allied and export markets, and complements the codification and quality requirements that govern the same transition.
